When someone asks you a question in person, you actually physically answer them right? well when someone is asking you a question in their writing you stop to think about the question that they just asked. And they know that, thats why they put the question in the writing. In this poem there is a lot of description of somewhere or someone and then right after that they follow the description with a question. They want you to think about the person or place they just told you about. They keep asking you sad questions to get you to think about the sad things they just told you. They keep repeating themselves also. They also give you instruction on what to think about before the question and that BAMB! they hit you up with a serious question. They also use very sad words to decsribe the question.
